I am always first to bid for player and i put maximum bid but they always proceed to go with another team. Why is this

Additional Details

If I bid maximum amount for a unmanaged team player or a transfer requested player and I always bid first why does the player alwayd decide to proceed with another teams offer even if they bid after me. This is not fair
