I can't create my free game world?

I have a free game world to use, but when I press "create" the only thing that appears is the same thing that appears when you don't have a free game world. It says that I can only create a game world after playing Soccer manager for 4 weeks, but I have been playing for over a year! What should I do? I really want to create this to play a game world with my mates that we have discussed for a while. How do I solve this problem?
