why cant i sign players from an unmanaged club even when they have 21+ and are not in transition?

several time i have tried to buy from unmanaged club and it comes up saying it transfer cannot happen as it will take the clubs squad below the minimum 21 players level, then when i look at the teams squad they have 23, 24 or more players. the clubs have been unmanaged for so long that they arent in transition either

it could be that there are loaned players at the club. These players don't count as they go back to their parent club at the end of the season
