My In-Game Instructions are not working,why?

I have set in game instructions so that after 75 mins in a game if i am winning by 2 goals or more then 3 substitutes will come on (this is now essential or players will get unhappy). My latest game in the cup i was 5-1 ahead at 75 mins and no substitutes, i have tried and checked everything and i cant see any reason. can anybody help? this isnt the first time it has done this!

You have to be winning by exactly 2 goals if you look it says winning by 2 or winning by 3 or more i done the same thing
