This is from Help:-

"A Chairman will look more intelligently at how many clubs a manager has taken over within that particular Game World, and is unlikely to employ a manager who constantly swaps clubs. This rule will not affect most members who play the game fairly, and only swap clubs in a individual Game World now and again after spending a while with a club. A Chairman is also unlikely to re-employ a manager who has left the same club on more than one occasion."

Therefore is a Chairman will not employ you then it is probably due to you not staying loyal to various clubs within that Game World (meaning that you have probably been 'club hopping').
