Soccer Manager believes that most of the answers to your questions are covered within our Help.

However, if you cannot find the answer to your question then you can post it or find support from experienced Soccer Manager members within our Answer Centre.

Answer

You can loan out as many players as you desire as long as your squad does not fall below the minimum squad size of 21. However, your Chairman will not let you loan at your best players (which are those that they class as key payers or are deemed to be part of your first team).
