Why can't I accept a player when i'm -4k but i offered a PART EXCHANGE

i made the offer when i had 20mil but they took long to respond and now it hasn't been accepted because my balance is -4k
Answers
you need a + balance to close deals, it's the game rule even if just players are involved. You need to sell someone in order to complete your past deal.
