Can transfer banned players be loaned out to other teams?

Additional Details

I know the transfer ban prevents them from being sold, however I do not know if that rule applies to loan deals also. In real life young players are frequently bought and then loaned to a lower team, so if it can't be done at the moment because of transfer bans then maybe that's another suggestion for SM to work on.
