I have a persistant cheat in my game world

He keeps taking over multiple clubs and conducting one-sided transfers. He has been kicked out several times but keeps coming back. He takes over nearly every decent team once they become available, then funnels the good players or the cash to one of his 'main' teams. This has gone on for several seasons, and is getting very tiresome. People keep writing tickets to SM, and sometimes they do something about it, sometimes not. How can we get rid of this cheater for good?

If you go to Transfers > All Transfers when logged into your club then there is the option to report any illegal deals. There is a link on the left of this screen for Report Cheating which explains this.
