Soccer Manager believes that most of the answers to your questions are covered within our Help.

Answer

An external club is a club that does not compete within the division(s) of your Game World, but they are still part of the database so that you can make transactions with them.

The only exception is that if you are in a Custom Game World, the owner can change the settings so that buying from external clubs is turned off. This might be what you are experiencing, but you would have to confirm that, otherwise, you should be able to buy him.
